"Create customer with subscription" API doesn't create customer

When using the API call "Create a customer with a subscription" the subscription is created and a customer attached to the subscription but there is no customer object in the customers list. However, using "Get a customer via email" returns the customers details correctly.
Is this expected behaviour?
