Error when trying to create woocommerce coupon code

I have duplicated an existing working workflow but one of the steps is not working.

I have the exact same settings with the exception of the coupon name, have created a new api key and connection to woocommerce and still getting the same error:

I've installed the legacy rest api extension to test and it made no difference. Has anyone come across this and know how to fix it?
