1) I use connect and chatflow to invite a user to use a service. Image and text, only single message and not more than 1 every couple of days. I get this message,
Failed due to Meta policy. (#131049) In order to maintain a healthy ecosystem engagement, the message failed to be delivered.
2) We aren't able to send message to anyone directly from our end, even through templates and sometimes even after client has interacted with us.
3) Automated/Triggered Messages aren't being sent to clients over Pabbly Chatflow

1 it's the first interaction
2 I've never sent this template to this number before
3 I've sent this template to 3 times in the last 2 months.
4 the same template is delivered to other numbers.

We understand this was your first message to the recipient. However, the error:
"In order to maintain a healthy ecosystem engagement, the message failed to be delivered."
is generated by Meta (WhatsApp) and is beyond our control.
Even if it's the first interaction, Meta may restrict message delivery based on internal factors like:
- The user’s past behavior (e.g., marking business messages as spam),
- The template’s quality rating,
- Lack of clear user opt-in or expected engagement.
These checks are dynamic and vary by recipient. The same template may work for others but still be blocked for a specific number due to Meta's risk scoring.
We recommend:
- Trying a different or more personalized template,
- Checking the template quality rating in Meta Business Manager,
- Ensuring clear opt-in from users where possible.
