[GHL] Difference between creating contact

Hello.
I'd like to know difference between the "Create or Update a Contact" action and "Create or Update a Contact for tags".
The inputs looks the same, but there is no explanation for what it is.
With the second one, if I "update" the contact the TAGS will be ADDED or replaced just like the first one?

Our technical team has informed us that the "Create or Update a Contact" action will replace all the tags when updating a contact. However, the "Create or Update a Contact for Tags" action will only add new tags and will not remove the existing ones.
