Updating a Google row with a URL - the URL being html encoded

For some reason, possibly in the last week or so, it's been doing something weird. If I manually run each step in the automation, it works well. But if I let it run on a schedule, when it updates the google row with the URL it encodes the URL. This means the next step in the automation is breaking as the URL won't load correctly.
You can see the manual run below - it retains the ampersands as ampersands but the autorun, encodes them as per the sheets edit history screenshot.
Any ideas?
